Update to management of applications and information sharing

The processes for managing the donor conception registers are being updated. Find out how this affects current applications.

  • From 1 January 2025, the regulation of Assisted Reproductive Treatment (ART) and the management of Victoria's donor conception registers transferred from the Victorian Reproductive Treatment Authority (VARTA) to the Department of Health (the Department) under the Health Legislation Amendment (Regulatory Reform) Act 2024.
  • The Department is updating the processes for managing applications and sharing information from the donor conception registers. The new processes will be introduced in stages.

Update to management of applications and information sharing

The Department is currently updating the processes for managing applications and sharing information from the donor conception registers.

These updates are designed to:

  • improve privacy protections
  • respect individual preferences
  • provide clearer and more consistent communication with applicants.

The new processes will be introduced in stages, starting with matching and disclosure of Voluntary Register applications.

How these changes will affect your application

Open applications to the Voluntary Register or Central Register that were submitted to VARTA before 1 January 2025 have been transferred to the Department's Donor Conception Register team for processing.

If you have already submitted an application, you do not need to apply again. Your application is being worked through under the new process. As the updated procedures are introduced, the team will continue to progress applications as quickly and safely as possible.

During this transition period, the Department is working to minimise impacts on applicants. Some processing may take longer while new processes are put in place and existing applications are carefully reviewed and brought under the updated framework.

New applications

From 1 January 2025, all new applications should be made using the relevant Department of Health application form and submitted directly to the Donor Conception Register team.
