The Victorian public health and wellbeing outcomes framework provides a transparent approach to monitoring and reporting progress in our collective efforts to achieve health and wellbeing. The outcomes framework brings together a comprehensive set of indicators drawn from multiple data sources. These indicators can help us track whether our combined efforts are improving the health and wellbeing of Victorians over time.
The outcomes framework is for agencies and organisations with responsibilities aligned with the Victorian public health and wellbeing plan. Major users will be state government departments and agencies, and local councils.
The supporting Victorian public health and wellbeing outcomes framework data dictionary provides detailed technical specifications for every measure identified in the outcomes framework.
Refresh of the outcomes framework
Following the release of the Victorian public health and wellbeing plan 2023–2027, the outcomes framework has been refreshed to better align with the new plan, the broader policy environment, and changes in data measurement.
The refreshed outcomes framework 2025 includes five domains aligned with the social determinants of health, recognising the social, environmental, structural, cultural and economic, and factors that influence health outcomes:
- Population health and wellbeing in Victoria across the lifespan
- Victorians experience social connectedness and community wellbeing
- Victorians have access to learning and development opportunities
- Strong economic participation and stability in Victoria
- Victorians have health-sustaining natural and built environments
The refreshed outcomes framework also includes twenty-five new targets across three of the five domains of the framework.
A refreshed data dictionary with updated technical specifications will be published later during 2025/2026.
The outcomes dashboard will also be upgraded over time to reflect the refreshed outcomes framework.
